緊急セミナー「ミャンマー中部大地震 人びとに届く支援とは」

3月28日にミャンマー中部で発生した地震により、甚大な被害が発生しました。地震の被害にあわれた皆さまに、心よりお見舞い申し上げます。懸命な救援活動が行われるなか、ミャンマー軍は市民を顧みず空爆を繰り返し、さらには緊急支援を妨害していることも報道されています。

今回の緊急のセミナーでは、ミャンマー人市民グループや日本の市民による救援の状況をお伝えするとともに、ミャンマー軍の存在が緊急支援にどのように影響しうるかや、ミャンマー赤十字と軍との関係などについて、ミャンマー市民社会からの分析を紹介します。

また、日本政府を含む国際社会は、どのようにミャンマー軍による災害支援の武器化を防ぎ、支援を必要としている人びとにそれを確実に届けるために行動できるのかにつき、ミャンマーの市民グループからの提言を伺います。

スピーカー、略歴

中尾恵子氏
一般社団法人日本ビルマ救援センター（Burmese Relief Center Japan / BRCJ）代表理事。私立中高の教員で1997年よりBRCJの活動に参画。1999年からは代表を務める。2023年学校退職後は年に数回支援地を訪問している。BRCJは1988年に設立。困難な状況下でも民主化運動を続ける人びと、タイに逃れて苦しい生活を続ける人びとを物心両面で支援してきた。2021年クーデター以降は市民不服従運動（CDM）をしている人びとへの支援をおこない、現在は協力団体とともに国内避難民へ人道支援を届けている。

キンオーンマー氏
民主化・人権活動家、プログレッシブ・ボイス創設者・会長。ミャンマーの学生たちが全国規模の民主化蜂起を率いた1988年から、自身も大学生としてミャンマーの民主化運動に関与参加。以来、海外を拠点にミャンマーにおける人権や民主主義、正義、平和のための活動を続けている。ミャンマーに連邦制の民主主義がもたらされることをめざして活動する調査・政策提言団体であるプログレッシブ・ボイスの創設者であり会長を務める。プログレッシブ・ボイスは、ミャンマーにおける民主主義と人権を求める諸団体の連合であったビルマ・パートナーシップを前身とする。

チーニェイン氏
若手のクィア活動家で、現在は「ビルマのクィア・オルタナティブ（Queers of Burma Alternative）」事務局長を務める。現在、氏は地震によって影響を受けた人びとへの包摂的かつ迅速な救援を行う「ミャンマー緊急対応調整班」に関わっている。2018年以降、積極行動主義に深く関わり、特にLGBT+の権利や反軍事主義、若者の積極行動主義、環境保護に焦点を絞ってきた。2021年の軍事クーデターで暴力が引き起こされても社会正義のための提唱活動を続け、ミャンマーのゼネスト委員会の運営委員を務め、シャン州北部やカレンニー州など避難民のいる地域で人道支援活動を行った。学生組合の政策問題担当者や、文民政府のもとの青年問題委員会の書記補佐を務めるなど、経験豊富である。環境保護に対する情熱から2019年には東南アジア青年クリーンアップ・アンバサダーとして認められた。積極行動主義に加え、ミャンマーのLGBT+ の声を伝えるポッドキャストの製作者としても優れており、調査や提言のインターセクショナリティについて民主派の様々な団体と協力してきた。

Emergency Seminar: Earthquake in Central Myanmar - Delivering Aid to the People
30 April 2025 (Wednesday) 19:00-20:30 JST

A powerful earthquake struck central Myanmar on March 28, causing devastating damage. We extend our heartfelt sympathies to all those affected. While dedicated relief efforts are underway, reports indicate that the Myanmar military continues to carry out airstrikes without regard for civilians and has even obstructed emergency assistance in certain areas.

In this urgent seminar, we will share updates on relief efforts led by Myanmar community groups and Japanese civil society. We will also present analysis from Myanmar’s civil society on how the presence of the military may impact emergency aid delivery, and the relationship between the Myanmar Red Cross and the military.

Furthermore, we will hear recommendations from Myanmar civil society groups on how the international community—including the Japanese government—can take action to prevent the militarization of humanitarian aid and ensure that assistance reaches those who need it most.

Speakers and their profiles

Keiko Nakao
Representative Director of Burmese Relief Center Japan (BRCJ). As a teacher at a private junior and senior high school, she started taking part in BRCJ activities from 1997. She has led BRCJ since 1999. After retiring from school in 2023, Keiko visits BRCJ support areas several times a year. BRCJ was established in 1988 and has provided both material and moral support to those who continue the democratization movement despite difficult circumstances and to those who escaped to Thailand but are facing hardships. Since the 2021 coup, it has also provided support to the people engaged in the civil disobedience movement (CDM) and currently provides humanitarian assistance to internally displaced persons (IDPs) together with partner organizations.

Khin Ohmar
Democracy and human rights activist, Founder and Chairperson of Progressive Voice. Khin Ohmar has been involved in Myanmar’s pro-democracy movement since her university days in 1988 as Myanmar students spearheaded a nationwide pro-democracy uprising. Since then, she has been working towards human rights, democracy, justice, and peace in Myanmar from abroad. She is the founder and chairperson of Progressive Voice, an advocacy and research group working towards federal democracy in Myanmar. It was born out of the work of Burma Partnership, a coalition of groups seeking democracy and human rights in Myanmar.

Kyi Nyein
Kyi Nyein is a youth queer activist, currently serving as the Secretary of Queers of Burma Alternative (QBA). Currently, Kyi is involved in the Myanmar Emergency Response Coordination Unit for inclusive immediate relief for earthquake affected population. Kyi has been deeply involved in activism since 2018, focusing on LGBT+ rights, anti-militarism, youth activism, and environmentalism. Despite the violence caused by the 2021 military coup in Myanmar, Kyi has continued to advocate for social justice, working as a steering committee member in the General Strike Committee of Myanmar, and providing humanitarian assistance in displacement areas such as northern Shan and Karenni States. Kyi's extensive experience includes roles such as a Policy Affairs Officer at Students Union and Assistant Secretary at the Youth Affairs Committee under a civilian government. Their passion for environmentalism earned them recognition as the South East Asia Youth Cleanup Ambassador 2019. In addition to their activism, Kyi is an accomplished podcast maker, focusing on LGBT+ voices in Myanmar, and has worked with various organizations on research and advocacy intersectionality among the pro-democratic groups.
