第45回メコン談話室：メコン河委員会と市民社会の13年【転載歓迎】

　メコン談話室のご案内です。今回はオーストラリア・メコンリソースセンター所長のフィリップ・ハーシュ教授を迎え、メコン河委員会の歩みを市民社会との関係から振り返っていただきます。ご参加をお待ちしています。

　なお、今回の談話室は英語で行い、また時間も通常と異なりますのでご注意ください。

Since its establishment in 1995, MRC has failed to embed itself in the Mekong at a societal level, and there is also a rather poor understanding or analysis of the role of MRC among civil society groups. Most of the significant engagements, both cooperative and conflictual,between civil society and evelopment orthodoxy have taken place with little reference to MRC, raising questions of its continuing relevance as an organization based on integrated water resources management principles. After 13 years civil society also still has a long way to go in achieving a pro-active stance on regional level cooperation that is in tune with local level priorities and interests.

In this talk, Philip Hirsch will review the experience and directions of MRC with particular reference to its interactions with civil society organizations and agendas.

メコン・ウォッチでは、1〜2か月に1度の割合で、メコン河流域国の開発、 環境、援助などについて学びあう「メコン談話室」を開催しています。談話室ではメコン・ウォッチスタッフによる報告だけでなく、メコン河流域で活動・研究をされているゲストもお招きしお話を伺っています。初めていらっしゃる 方や学生さんにもわかりやすく、自由に語り合える内容です。また、メコン・ウォッチの活動に関心がある方の参加も歓迎しています。
