8月21日のニュースでお伝えしましたカンボジア北東部スレポック川沿岸の異常な洪水を引き起こした可能性があるベトナム領内のダム建設の一つには、日本の企業も関与し、その要請を受けた日本の国際協力銀行（JBIC）が融資を検討しています。
今回の深刻な洪水被害を受けて、カンボジア北東部の住民組織が改めてJBICに対して、スレポック川のダム建設に関わる融資をしないよう求めるとともに、審査の一環としてカンボジア側への訪問を求める要請書を提出しました。

8月21日のニュースでもお伝えしましたように、ベトナム中部高原からカンボジア北東部に流れるメコン河の国際支川スレポック川で異常な洪水が発生し、下流のカンボジア北東部で深刻な被害が起きています。
▼スレポック川ダム＞ダムからの放水による洪水がカンボジアで発生か
現在分かっているだけでも、川沿いの14の村、653世帯が深刻な影響を受けており、100頭以上の家畜が溺死または行方不明になっています。水田や畑が破壊され作物が流されてしまったため、現地では食料不足が深刻になっています。原因は確定されていませんが、コミューン長や村長、村人の多くはベトナムのスレポック川に建設中のダムからの放水だと話しています。スレポック川のベトナム側ではダム建設が相次いでおり、その中のひとつ、ブオンクオップダムに対して、住友商事が発電機を受注し、日本の国際協力銀行（JBIC）が融資を検討しています。
カンボジア北東部の住民組織は、JBICや監督権を持つ日本の財務省に融資をしないように、また影響を受ける下流の住民との協議を求めてきました。住民組織によれば、これに対してJBICから返答があったものの、「適切に環境社会配慮をおこなう」といった短い説明があっただけで、依然カンボジアの住民との協議はおこなわれていません。そのため、8月25日、現地の住民組織は、JBICがまだ融資を決定していないのであれば、JBICが一体どのような調査に基づいて融資審査をおこなっているのかを質問し、意思決定をおこなう前にカンボジアに住む影響を受ける住民と協議をおこなうことを再度求める要請書を提出しました。

ブオンクオップ水力発電事業へのJBICの関与と役割について
拝啓 篠沢恭助様
2005年9月27日付の私たちの要請書に対する2006年6月8日付の返答に関連して、JBICはベトナムのスレポック川に建設中のブオンクオップ水力発電ダム開発への関与を決定したのか、もしそうであれば、JBICはどのような役割を担うことになるのかを明らかにして頂くようお願いいたします。そして、JBICが依然カンボジア領内のスレポック川の住民を訪れていないことから、JBICの（環境社会）配慮が一体どのような調査に基づいておこなわれたのか、教えていただきたいと思います。
私たちは、JBICがこの事業およびこの事業が引き起こす下流への破壊的な影響に寄与しないことを心から願っているということを、もう一度お伝えします。村人は、既に不自然な水位変動、水質の変化、そして食料や生活に欠かせない河川資源の減少をともなう、川の流れへの悪影響を経験し始めています。
これらの負の影響に加え、スレポック川沿いの住民は、家財道具や水田を水浸しにした8月12日から16日の間の破壊的な洪水（の影響）に苦しんでいます。洪水の原因はまだ定かではありませんが、多くの村人が、ベトナムのダムのひとつからの放水について8月12日に警告を受けたと言っています。スレポック川沿いの住民およそ1万2500人が洪水の影響を受け、現在、非常事態となっています。食料および将来起こる洪水やダムの影響からの安全保障が、極めて必要とされています。スレポック川の開発に関わる全ての主体が、早急に対処すべき緊急事態となっているのです。
私たちは、スレポック川にあるブオンクオップダムの社会的・経済的・環境上の負の影響は、スレポック川の持続可能な管理を困難にしており、ダムの建設を継続する前に、重要な配慮および協議が求められていると感じています。このため、私たちは、JBICが意思決定の参考にするため、また十分で適切な環境社会配慮をおこなうために、カンボジア領内のスレポック川に住む人びとを訪ね、協議することを求めたいと思います。3SPNは、喜んでその訪問の支援をさせていただきます。
この重要な問題について、できるだけ早いお返事をお待ちしています。

RE: JBIC’s Involvement and Role in the Buon Koup Hydropower Project
Dear Mr. Kyosuke Shinozawa,
With reference to your reply on 08 June 2006 to our letter dated 27 September 27 2005, we would like to request clarification as to whether JBIC has made a decision to be involved in the development of the Buon Koup Hydropower Dam on the Sre Pok River in Vietnam and if so, what involvement and role will JBIC have in the project. And as JBIC has yet to visit Srepok villagers in Cambodia, we would like to know what type of study JBIC’s consideration is being based upon.
We would like to reiterate once again that we sincerely hope that JBIC will not contribute to this project and to the devastating downstream impacts this project will cause. Villagers have already begun experiencing adverse changes to the river’s flow with unnatural water fluctuations, changes in the water quality and a serious decline in riverine resources, which is a source of food and livelihood security for the people.
In addition to these negative impacts, Srepok communities have recently suffered a devastating flood between 12 and 16 August, which inundated property and rice crops. While the cause of the flooding is still uncertain, many villagers reported to us and the media that they had received warning on 12 August that Vietnam was releasing water from one of its upstream dams. The flood has led to an emergency situation affecting approximately 12,500 Srepok villagers who are in desperate need of food and security from future flooding and dam impacts. This is an urgent issue that should be addressed immediately by all those backing the development along this river.
Finally, we strongly feel that the adverse social, economic and environmental impacts of the Buon Koup dam on the Srepok River present serious challenges to the sustainable management of the river and require important considerations and consultations to be taken before continuing with the construction of the project. For this reason, we would like to request that JBIC visit and consult with the people of the Srepok River in Cambodia in order to assist in your decision and so that adequate and appropriate environmental and social considerations can be made. 3SPN would be pleased to help arrange this visit at your earliest convenience.
We would appreciate a response to this important matter as soon as possible.
